Frisco police have arrested a second suspect in the 2002 killing of Plano businessman and military veteran Frank Weiss, whose body was found wrapped in plastic bags and weighted down in Lake Lewisville 24 years ago.

Keith Hart, 57, of Waxahachie, was taken into custody around 7:45 a.m. Friday by Frisco investigators working with the Waxahachie Police Department, according to police. Hart has been charged with murder.

The arrest marks the second major development this year in a case that had remained unsolved for decades before investigators reopened it in early 2026 using updated forensic analysis and new witness interviews.

Police previously arrested Weiss’ former wife, Lisa Michelle Honrud, on April 20. She also faces a first-degree murder charge in connection with the killing.

According to court records, Weiss’ body was discovered June 4, 2002, in Lake Lewisville. The Tarrant County Medical Examiner’s Office determined he had been shot twice in the upper torso with a .38 caliber firearm.

Investigators said Weiss’ body had been wrapped in black plastic bags, tied with rope and weighed down with sandbags duct-taped to his legs before being placed in the lake.

An affidavit tied to Honrud’s arrest alleged she gave misleading explanations about Weiss’ disappearance in the days after his death, including telling family members he had abruptly left for a trip to Cancun.

Investigators later determined those claims conflicted with evidence suggesting Weiss was already dead, according to court documents.

Detectives also uncovered inconsistencies during the original investigation. While officers conducting a welfare check at Weiss’ residence on June 7, 2002, initially found no obvious signs of violence, a later search revealed a strong odor of bleach throughout the home and an empty hot tub left running, records show.

A witness later told investigators he had provided a .38 caliber revolver to Honrud and that she later claimed she disposed of the weapon by throwing it from a bridge over Joe Pool Lake, according to the affidavit.

Court documents also cited possible financial motives tied to a substantial life insurance policy and alleged Honrud had been involved in another romantic relationship around the time of Weiss’ death.

“This second arrest moves us closer to closure for the Weiss family and our entire community,” Frisco Police Chief David Shilson said in a statement. “We are grateful for the continued support and will keep working until every responsible party is brought to justice.”

Police said the investigation remains ongoing and urged anyone with information about the case to contact the Frisco Police Department or submit anonymous tips through Crime Stoppers.
