More than 14 million people drive on NTTA roads per year, according to the toll authority&#8217;s website.<\/span><\/p>\n<\/div><\/div><div><\/div><div><div>\n<p><span>But not everyone understands how the toll roads work.\u00a0Here are five of the most\u00a0common\u00a0misconceptions surrounding the NTTA and toll\u00a0roads in\u00a0North Texas.<\/span><\/p>\n<\/div><\/div><div><div>\n<h2><strong><span>Who owns the NTTA?<\/span><\/strong><\/h2>\n<\/div><\/div><div><div>\n<p><span>The toll authority is a political subdivision of the state of Texas,\u00a0created under\u00a0<\/span><span><span>Chapter 366<\/span><\/span><span> of the state\u2019s transportation code\u00a0\u2014\u00a0which dictates who creates toll roads, how\u00a0they\u2019re\u00a0funded and enforced, and what power they have.\u00a0NTTA\u00a0is a self-funded agency designed to be fully dependent on the toll revenue collected from motorists who use the tollways.\u00a0<\/span><\/p>\n<\/div><\/div><div><div><div><div><div><div><svg><desc>Dallas News Logo<\/desc><\/svg><\/div><\/div><div><svg><\/svg><\/div><svg><\/svg><\/div><\/div><h3><div>Don&#8217;t let Google decide who you trust.<\/div><\/h3><div>Make Dallas News a preferred source so your search results prioritize writing by actual people, not AI.<\/div><div>Add Preferred Source<\/div><\/div><\/div><div><div>\n<p><span>\u201cWe are a regional tollway authority,\u201d NTTA\u2019s External Affairs Director Arturo Ballesteros said. \u201cWe are not in\u00a0any way, shape or form\u00a0owned by any sort of foreign or private interest. We belong to the four-member counties and derive our authority to\u00a0operate\u00a0from statutes here in Texas.\u201d<\/span><\/p>\n<\/div><\/div><div><\/div><div><div>\n<h2><strong><span>Are all North Texas toll roads operated by the same people?<\/span><\/strong><\/h2>\n<\/div><\/div><div><div>\n<p><span>Almost half of all toll roads in\u00a0North Texas are controlled by the NTTA.\u00a0The region\u00a0has\u00a0<\/span><span>\u00a0major toll roads,\u00a0and the NTTA\u00a0owns\u00a0five roads, two\u00a0tunnels\u00a0and a bridge.\u00a0Some of the\u00a0NTTA\u2019s\u00a0major highways include Dallas North Tollway, President George Bush Turnpike, Sam Rayburn Tollway and Chisholm Trail Parkway.<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>TEXpress\u00a0lanes are\u00a0owned and\u00a0operated\u00a0by the Texas Department of Transportation.\u00a0However, the North Tarrant Express and the Lyndon B. Johnson Express lanes are managed\u00a0and\u00a0operated\u00a0by a\u00a0<\/span><span><span>company<\/span><\/span><span>\u00a0called\u00a0Cintra\u00a0Concesiones\u00a0de\u00a0Infraestructuras\u00a0de Transporte S.A., a Spanish firm that also manages highways in Virginia and North Carolina, as well as nine other countries.\u00a0<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>TxDOT entered a 50-year public-private\u00a0partnership\u00a0agreement with Cintra\u2019s U.S. firm\u00a0in\u00a02012.\u00a0The firm\u00a0agreed to pay for the construction of toll lanes near Fort Worth in exchange for the right to collect toll revenue from those roads.\u00a0Cintra provided\u00a0$2.78 billion\u00a0in financing for\u00a0<\/span><span><span>LBJ<\/span><\/span><span>\u00a0and\u00a0more than\u00a0$1 billion\u00a0for\u00a0<\/span><span><span>NTE<\/span><\/span><span>.\u00a0<\/span><\/p>\n<\/div><\/div><div><\/div><div><div>\n<p><span>\u201cWe don\u2019t own, operate, maintain or set rates for TEXpress lanes,\u201d\u00a0NTTA\u00a0Media Relations Manager\u00a0Michael Rey, said.\u00a0\u201cThe reason we do the shared billing is because we want to extend the value of the\u00a0TollTag.\u00a0We want to make sure drivers can drive across the region with one single\u00a0TollTag, one point of billing,\u00a0instead of looking like a NASCAR driver with various stickers or getting various bills. Everything funnels through one place for convenience.\u201d<\/span><\/p>\n<\/div><\/div><div><iframe loading=\"lazy\" allowfullscreen=\"\" data-component=\"misc-iframe\" data-original-height=\"1158\" data-original-width=\"800\" data-progressive=\"true\" data-url=\"https:\/\/www.thinglink.com\/view\/scene\/2108259960688214502\" height=\"1158\" scrolling=\"no\" src=\"https:\/\/www.thinglink.com\/view\/scene\/2108259960688214502\" style=\"border: none;\" width=\"100%\"><\/iframe><\/div><div><div>\n<h2><strong><span>Where\u00a0does the money users pay\u00a0for\u00a0tolls go?<\/span><\/strong><\/h2>\n<\/div><\/div><div><div>\n<p><span>NTTA\u00a0<\/span><span><span>toll prices<\/span><\/span><span>\u00a0are fixed rates and\u00a0not subject to\u00a0<\/span><span><span>dynamic pricing like othe<\/span><span>r toll roads<\/span><\/span><span>\u00a0in North Texas.\u00a0With\u00a0a\u00a0TollTag, drivers\u00a0generally pay\u00a0about 20 cents per mile for a segment on the toll road\u00a0with some price variety\u00a0based on entry\u00a0and\u00a0exit points.\u00a0ZipCash\u00a0is double the posted toll price for a segment.\u00a0Specific construction projects can affect pricing in certain areas.<\/span><\/p>\n<\/div><\/div><div><\/div><div><div>\n<p><span>Toll price changes are reviewed annually and increased every other year by 2.75%. When evaluating changes, the board considers factors such as traffic, revenue needs, debt coverage,\u00a0inflation\u00a0and capital plans.<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>\u201cEverything we do is geared around safety, even our planting,\u201d\u00a0Rey said.\u00a0\u201cWe try to use drought-resistant, more native friendly plantings wherever possible. At the end of the day, what you see as pretty landscaping is really erosion control to keep things from sliding onto the roadway through various methods.\u201d<\/span><\/p><p>Read more <a href=\"https:\/\/dallasrelocationhubs.com\/?p=115\">Judge reinstates longtime North Texas transportation chief Michael Morris<\/a><\/p>\n<\/div><\/div><div><div>\n<p><span>Toll\u00a0revenue is\u00a0used to pay for NTTA\u00a0operations, including\u00a0maintenance,\u00a0staff salaries\u00a0and \u201cproviding\u00a0an alternative funding source for building and maintaining roads.\u201d\u00a0<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>In\u00a0<\/span><span>, NTTA made over $1.1 billion in traffic and toll revenue, with an average transaction of $1.27. The toll authority also received almost $100 million in additional fees and revenue. Of that money, 28% went toward operations and maintenance.\u00a0<\/span><\/p>\n<\/div><\/div><div><\/div><div><div>\n<h2><strong><span>Do\u00a0NTTA employees receive commissions from late fees?<\/span><\/strong><\/h2>\n<\/div><\/div><div><div>\n<p><span>The toll authority does not charge interest on outstanding balances, according to the\u00a0NTTA.\u00a0Drivers without a\u00a0TollTag\u00a0will receive a\u00a0ZipCash\u00a0bill\u00a0in the mail\u00a0for each trip.\u00a0If\u00a0unpaid,\u00a0a\u00a0missed payment\u00a0notice will be\u00a0sent\u00a0after one month,\u00a0and\u00a0a $10 flat late fee will be applied.\u00a0A second notice will be sent the following month if the bill is still not paid along with an\u00a0additional\u00a0$25 flat late fee.\u00a0Late fees are flat amounts, not a percentage of the\u00a0unpaid\u00a0bill, and are capped at $35 per trip.\u00a0However, fees can continue to\u00a0accrue\u00a0if\u00a0additional\u00a0tolls are incurred and remain unpaid.\u00a0<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>For example, if a driver travels on a toll road\u00a0in March and does not pay their bill for two months, they will receive late fees capped at $35. However, if they continue to drive on the same road in April, a new payment will occur and will accrue new late fees if the bills remain unpaid.\u00a0<\/span><\/p>\n<\/div><\/div><div><\/div><div><div>\n<p><span>\u201cOur employees are hourly employees,\u201d\u00a0Ballesteros said.\u00a0\u201cThey do not receive any commissions or quotas from the tolls that they collect from the customers.\u00a0<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>The\u00a0TollTag\u00a0is the cheapest\u00a0option\u00a0for\u00a0toll road\u00a0use.\u00a0According to the NTTA, the\u00a0TollTag\u00a0adoption rate is 82%. The toll authority is working on expanding agreements in other parts of the country as well.\u00a0<\/span><\/p>\n<\/div><\/div><div><div>\n<p><span>\u201cThe\u00a0TollTag\u00a0itself becomes a vehicle for payment.
